Terry, it's a 3 piece crank. 2 halves, and a pin for the rod journal. I agree that the runout is out of spec. That is not a machining problem...it's an assembly problem.
The crank needs to be checked to see if it's true before installation. Any crank does, even stock OEM parts. If it isn't true, all you need to fix that is a brass mallet, a brass wedge, a C-clamp, V-blocks and a dial indicator. What would be more telling would be X and Y measurements of the main bearing journals and the crank counterweights, which the gentleman in the video didn't do. I'd bet the journals, counterweights and pin themselves are round.
By the way....the crank I got for the RMZ (Hot Rods crank made in taiwan) showed no runout. I do think that when you buy a new crank it should be right, but....since it's a 3 piece crank, if it was
